
Health and wellbeing is a top concern
for residents and is important for a good quality of life.
The disparities between different groups in Redbridge need to be
tackled: health inequalities will cost at least £4.4m every year in
lost productivity from health related problems. This will
have an impact on service areas such as Housing, Children's
Services, Leisure, and Adult Social Services. In the next
year the Council will be responsible for improving the health of
the community when Public Health functions transfer from the NHS.
To prepare for this we have established a Shadow Health and
Wellbeing Board which is currently identifying priorities based on
the Joint Strategic Needs Assessment. We will also focus on
sports, leisure and cultural services, and housing, which are
essential to good health and wellbeing.
We aim to use our resources in a fair and equitable way to meet
the needs of the most vulnerable people, including those in housing
need and improve the health and wellbeing of residents in
Redbridge. We will do this through the provision of good
leisure facilities for all, and having a choice of information,
advice and support services that promote and sustain independent
and healthy living.
In the last 2 years we have:
On
housing:
- Made 1,211 homes ‘decent’. This means housing
that meets the government’s decent homes standard, and that it has
reasonably modern facilities and is warm and thermally
efficient
- Provided 173 additional affordable
rented/shared ownership properties
- Achieved a successful
estate regeneration project which will deliver 200 new
homes
- Prevented 2,247 households from becoming
homeless
- Opened 2 hostels providing 49 rooms for
temporary accommodation
- Reduced the overall cost of temporary
accommodation by approx. £4m per annum
- Brought 190
empty properties back into use
On healthy
lifestyles:
- Undertook a
Joint Strategic Needs Assessment (JSNA) for Redbridge
- Undertook a Redbridge ‘Carers Health and
Wellbeing Checks’ pilot in partnership with the NHS and Redbridge
Carers Support Service. It was hailed a site of national best
practice and was one of only 5 pilot sites to meet their targets
out of the overall 26 sites across the country
- Introduced an
HIV testing service at Loxford Polyclinic in partnership with
NHS Redbridge to offer people HIV results within one minute of
testing
- Increased levels of physical activity and
health of participants in the Exercise on Referral Scheme
- Supported over 45 families totalling 200
individuals with a reduction in BMI and waist circumference and an
increase in physical activity levels
- Involved 32,000 people with events and
activities through the
Active4Life programme
- Helped more children and adults, including
those with disabilities, learn to ride and improve their cycling
skills through the Redbridge Cycling
Centre
- Carried out successful health campaigns with
children and young people including the
Mini Games 2011 where over 1,000 children participated
- Over £1 million was invested in leisure
facilities.
By 2014 we aim to:
On housing:
- Provide 200 new affordable homes and a
further temporary accommodation hostel
- Upgrade 1,161 Council homes with new kitchens
and bathrooms
- Complete an £11m
Community Energy Savings scheme on the Orchard Estate
significantly improving the fabric of the blocks and reducing
energy costs for residents and the Council
- Prevent 2,000 families from becoming
homeless, proactively targeting those households whose Housing
Benefit no longer covers their rent
- Bring 200 empty homes back into use
- Develop further estate regeneration schemes
to deliver a range of new and replacement homes to meet housing
need
- Tackle 50 unlicensed Homes in Multiple
Occupation and increase the number of accredited landlords by
50
- Publish a new Housing Strategy including a
revised Affordable Housing Strategy and a review of our approach to
the role of private landlords
On healthy lifestyles:
- Establish the Statutory Health and Wellbeing Board, engage with
partners and introduce external scrutiny by
HealthWatch
- Improve, in partnership with the NHS,
prevention and early intervention services for example
rehabilitation, reablement, equipment and long term conditions
- Continue to improve health, care and
wellbeing of local residents by working closely with statutory
partners
- Work with the NHS to identify the needs and
opportunities for new and enhanced health care facilities through
the Community Infrastructure Plan and Core Strategy Review
- Develop, through Vision - Redbridge Culture and
Leisure, tailored leisure and sport facilities for residents
and increase the number of young people involved in sport and
leisure activities
- Continue to support the
Arts and Cultural Heritage of the Borough
- Identify funding to further improve our
parks
- Enhance our status as a biking borough and
also work with schools on
walking strategies
- Work with partners to provide more employment
support for disabled residents
