The Council is consulting on a draft Planning Brief for the
former Hyleford Residential Care Home and former South Park Clinic
site. The site is located on the south-western corner of the
intersection of Loxford Lane with South Park Drive.

Purpose of the brief
The purpose of the brief is to inform prospective development
partners and the community regarding the Council’s planning
requirements for development of the combined site. It outlines the
key characteristics of the site and its locality (Section 1), the
preferred use of the site (Section 2), and the main design
parameters for any future re-development of the site (Section 3).
The brief will help to ensure that development proposals enhance
the character of the site and integrate into the Loxford area.
The draft brief has been prepared by the Planning and
Regeneration Service in response to a request from the Council’s
Community Care Service, the owners of the site.
Proposals
The Council’s Strategy for Older People outlines a demand for
‘extra care beds’, nursing home beds and a care village within the
Borough, with Hyleford being identified as a potentially suitable
location for these. Given this and changing approaches to delivery
of support to older people, the draft Planning Brief proposes the
re-development of the entire site for a purpose built ‘care
village’.
The main aim of a ‘care village’ is that it allows for a
continuum of care and support, which can sustain independent living
without the necessity of moving as care needs become more acute.
The proposed care village is likely to include:
(a) Extra Care flats that can be either rented or purchased
by the occupier
(b) Registered residential and nursing home for complex social
and health care needs
(c) Owner occupied flats
(d) 24 hour Home Care Services
(e) Hotel style facilities – cleaning, housework, laundry
etc.
(f) Restaurant
(g) Hair and beauty salon
(h) Flexible facilities for exercise and other activities,
including health
(i) Well-being related support
(j) Opportunity for intergenerational partnerships and
socialisation
(k) Open access to the local residents as a community hub
Consultation
The Council is currently consulting on the draft brief. The
consultation process involves inclusion of the brief on the weekly
list of applications (as an informal submission), public notice in
the Yellow Advertiser, notices on the land, referral to consultees
and neighbours, and report to the local Area Committee (Area 6 on
26 January 2011).
The consultation period will take
place between Monday 17 January and Monday 28 February
2011.

What happens after consultation?
Upon completion of the consultation period, Council officers
will compile the comments received during the consultation period
and consider appropriate amendments to the draft brief prior to
consideration by the Chief Planning and Regeneration Officer for
adoption (in consultation with the Cabinet Member for Planning and
Regeneration).
Adoption of the Planning Brief (if considered appropriate) does
not constitute formal planning permission for the proposals
contained in the brief. Formal planning permission will need to be
obtained for specific development proposals on the site (and be
subject to further consultation); the adopted brief however would
form a material consideration in determining any future development
applications over the site and ensure that individual proposals
contribute to the overall vision of the site.
