Sustainability requirements
The Council requires all new development in Redbridge to be
designed, built and used to achieve best practice standards (or
better) of sustainable design and construction.
Detailed guidance on the Council’s sustainability requirements
can be found in the Sustainable Design and Construction
Supplementary Planning Document (SDC SPD) (January 2012), which can
be downloaded by clicking on the link below. All development
proposals submitted should be in accordance with this guidance.
New residential development
From January 2012, all new residential development in Redbridge
is required to meet Code for Sustainable Homes (CfSH) Level
4.
The CfSH is an environmental assessment method for rating and
certifying the performance of new homes. For more information,

Residential applications (five units and above)
A full CfSH Assessment is required. A Pre-Assessment is
required at planning application stage and a final certificate upon
completion of the development.
Residential applications (one to four units)
Completion of the Council’s ‘Sustainable Design and Construction
Pre-Application Checklist’ is required to demonstrate compliance
with the mandatory elements of CfSH Level 4. The Checklist must be
submitted with your planning application.
New non-residential development
From January 2012, all new non-residential development (500sq.m
and above) is required to meet BREEAM
Excellent. A Pre-Assessment is required at planning
application stage and a final certificate upon completion of the
development.
BREEAM is an environmental assessment method for rating and
certifying the performance of non-domestic buildings. For more

Exceptions
Departures from the requirements in the SDC SPD will only be
accepted when it can be demonstrated that such requirements are not
feasible. Section 2.2 of the SDC SPD lists criteria which will be
taken into account when determining feasibility.
