Inspector's report received - Joint Waste DPD found
'sound'
The Joint Waste DPD for East London has been examined by an
independant Inspector and the conclusion of the Inspector's binding
report is that the Joint Waste DPD is sound, subject to minor
changes. The four East London Waste Authority boroughs received
notification of the Inspector's decision on 14 November 2011.

The Joint Waste DPD for East London was adopted on
27th February 2012.
Post hearing changes
On 30 November 2010, the London Boroughs of Barking &
Dagenham, Havering, Newham and Redbridge submitted the Joint Waste
Development Plan Document to the Secretary of State. A Planning
Inspector was appointed by the Secretary of State to carry out an
independent examination of the Plan. This included hearing sessions
held on 5, 6 & 7 April 2011.
Following the examination hearings, the Boroughs prepared
schedules of proposed changes to the Plan resulting from
discussions with the Inspector throughout the examination
process.
The Boroughs advertised these proposed changes for a period of 3
weeks ending on Monday 26 September 2011. These changes are set out

Joint waste development plan - Independent examination
The London Boroughs of Barking and Dagenham, Havering, Newham
and Redbridge have submitted their Joint Waste Development Plan
Document to the Secretary of State for independent
Examination.
The Secretary of State has appointed an independent Inspector
Terrence John Kemmann-Lane JP DipTP FRTPI MCMI to conduct the
examination into the Joint Waste Development Plan Document to
assess it for legal compliance and soundness.
The Examination consisted of three hearing sessions.
These took place on the following dates:
• Tuesday 5 April in Room 1, Barking Town Hall
• Wednesday 6 April in Room 2, Barking Town Hall
• Thursday 7 April in Room 1, Barking Town Hall
The hearing sessions commenced at 10 am. A programme

Copies of the Submission Development Plan
Document along with the Sustainability Appraisal and the
Consultation Report are available for public inspection at the
Council’s One Stop Shop (Lynton House, High Road, Ilford), and all
