Minerals Development Plan Document (DPD) and Sustainability Appraisal (SA). Examination in Public (EiP)

On Monday 19 March 2012, the London Borough of Redbridge submitted the Minerals Development Plan Document (DPD) and Sustainability Appraisal (SA) to the Secretary of State. The DPD and SA will form part of the Redbridge Local Development Framework (LDF), following an Examination in Public (EiP). The EiP will be chaired by a Planning Inspector appointed by the Government, as set out under section 20 of the Planning and Compulsory Purchase Act 2004.

The Secretary of State has appointed Mr Geoffrey Hill BSc DipTP MRTPI as the independent Inspector to conduct the examination.

The purpose and aim of the Minerals Development Plan Document is to provide a framework for minerals extraction through site allocation and safeguarding of minerals resources. This will enable the borough to continue contributing to the supply of minerals to meet the anticipated needs of the London economy in a sustainable manner, taking account of the apportioned volume of aggregates set out in the Mayor’s London Plan. The apportioned figure for Redbridge is 100,000 tonnes per annum.

The Submission Development Plan Document (DPD) contains detailed and specified policies and the Sustainability Appraisal (SA) aims to address the requirement for Strategic Environmental Assessment (SEA) under European Union Directive 2001/42/EC, and the requirement for SA under Section 19 (5) of the Planning and Compulsory Purchase Act 2004, as well as the requirement to contribute to sustainable development under section 39 of the same Act.

All comments received as part of the consultation process will be considered by the Inspector and taken into account when making his decision.

National Planning Policy Framework.

The Government published the National Planning Policy Framework NPPF) on 27 March 2012. The NPPF supersedes much of the previous guidance given in Planning Policy Guidance Notes (PPGs), Planning Policy Statements (PPSs), Minerals Planning Guidance Notes (MPGs) and Minerals policy statements (MPSs).

If you feel that the NPPF impacts on the Submitted Minerals DPD and warrants any subsequent reviews, please forward your comments to the Programme Officer (as above) by Wednesday 16th May 2012 at the latest.

Pre-Examination Meeting

The Inspector has indicated that a Pre-Examination Meeting for the Minerals DPD will not be required.
