Planning committees
The four committees, listed
below, make decisions on roughly 10% of the
applications received by the Council. The remaining
applications are decided the teams
of professional planners on behalf of the Council, under what
are known as delegated powers.
You are welcome to attend this Committee and listen to the debate,
or you can speak directly to the councillors who make the decisions

The planning committees
There are three regional planning committees covering
the 21 wards in Redbridge. The three regional planning
committees make decisions on residential
applications and are set up as follows:

Regional Planning Committee South
Chadwell, Clementswood, Cranbrook, Goodmayes, Loxford, Mayfield,
Newbury Park, Seven Kings and Valentines Wards.

Regional Planning Committee West
Bridge, Church End, Monkhams, Roding, Snaresbrook and Wanstead
Wards.

Regional Planning Committee North
Aldborough, Barkingside, Clayhall, Fairlop, Fullwell and Hainault
Wards.
Regulatory Committee - these
monthly meetings make decisions on
larger developments within Redbridge.

What happens at the meetings?
The meetings follow the same structure and are always
chaired by an elected member. The chair decides the order that
applications are dealt in, who speaks and ensures that the meeting
progresses.
Typically the meetings will cover;
1. Apologies for absence and declarations of interest
2. Requests for (planning application) site visits
3. Planning appeals update (update on recent decisions and
appeals lodged)
4. The Planning Applications are discussed (see
below)
5. Dates of future meetings
How applications are discussed
1. The chair introduces briefly introduces the
application.
2. The agent or applicant presents their application to the
committee
3. Public speakers are given the opportunity to present to the
committee
4. The planning officer discusses the
application, drawing on the points raised in 2 and 3.
5. Committee discuss the application with the aid of a
powerpoint presentation including plans and drawings. In some
cases, Councillors may decide that a site visit is required before
a decision can be reached.
6. Chairman summarises the debate, for inclusion in the
minutes.
7. Committee vote to decide the application. In cases where the
voting is tied, the chair casts the deciding vote, to ensure a
decision is reached.

Where and when are the meetings
Regional planning committees take place in
various venues such as libraries and schools depending on
availably.

are always in the Council Chamber, Town Hall,
Ilford, IG1 1DD.

Having your say
If you wish to speak, in favour or against an application, you
must notify the Committee Support Officer by 5pm the working day
before the committee.
A maximum of 3 people per application are allowed to speak for a
maximum of two minutes. Priority is given to objectors. If a large
number of objectors are present at the meeting, it is recommended
that a spokesperson is chosen to speak on behalf of those
objecting.
To speed up the process please make a note of
the application address and reference number (eg;
1234/09) when contacting us. All requests to speak, must
be made by noon on the Monday before the Committee meeting where
the application is to be decided, and give a daytime contact
telephone number if possible.
If for any reason the application will not go to Committee for a
decision and you have requested to speak, we will let you know.

What happens after the meetings
It takes a few days after the meeting to update our systems, and
produce decision notices in accordance with the decisions of
elected members. Although letters are sent first class, the fastest
way to view the decision (and the associated conditions or reasons
for refusal) is to check our website.
In cases where a site visit is required, the application is
automatically deferred until the next meeting.
