1. Is every vehicle going to be stopped or is it spot
checks?
Yes, excluding motorbikes.
2. Do residents really have to bring a Driving Licence or
Council Tax bill?
Those are the only two documents
that will be accepted at the site.
3. What if I'm visiting the site on foot / a bicycle /
motorbike?
The ID checks will not apply as walkers, cyclists and bikers
will only be able to carry small amounts and are unlikely to be
coming from outside of the ELWA region in any case. Please be
advised that Jenkins Lane RRC is not suitable for pedestrians.
4. What if I don't have access to a Council Tax bill or Driving
Licence?
For example, my landlord won't provide me with a tax bill, or
I'm from another borough and driving my elderly parent to the
site.

5. What if I pay my Council Tax Bill by Direct Debit?
Providing the confirmation of Direct Debit set-up letter as ID
instead of a bill will be acceptable.
6. Will you accept photocopies?
Yes, photocopies will be accepted.
7. Why can't I show another form of ID?
The two forms of ID chosen offer the best
balance of a comprehensive but simple check, allowing traffic to
process through the site as quickly as possible. Council tax bills
clearly show the name of the Borough, allowing site staff to
recognise ELWA region addresses without having to look them up. The
driving licence serves as an ideal alternative form of ID as the
likelihood is that if you are driving to the site, you will have
easy access to one.
8. What if my driving licence is the old form without photo
ID?
The photo ID on some driving licences is a useful extra check
but not a necessity.
9. What if the address on my driving licence isn’t
current?
Driving licences will only be accepted if they
show an ELWA address. If your licence does not show current
information, please use a council tax bill or call the Shanks East
London hotline on 0800 389 9918.
10. I live in one Borough but wish to use an RRC in another
ELWA Borough. Is this possible?
Yes. Residents across all four ELWA Boroughs
(Barking & Dagenham, Newham, Havering, Redbridge) can unload
their waste at any ELWA RRC site.
"ELWA" stands for the East London Waste Authority,
and covers the London boroughs of Redbridge, Havering, Barking
& Dagenham and Newham.
11. What is the charge likely to be?
There is no charge for ELWA residents bringing
non-restricted household waste to Chigwell Road and other ELWA
sites.
However, residents must prove they are living
within one of the ELWA Boroughs by showing their driver’s
licence or council tax bill to the meet and greet operative on
arrival. If you are unable to provide valid ID, you may be required
to pay:
£10 Car / people carrier
£40 Vehicle with trailer / van
Please note, the existing restricted
waste rules will still apply.
12. Do I need to book in advance?
If you are visiting in a van, or are carrying
large amounts of restricted waste then
please call the Customer Contact Centre on 0208 554 5000 at least
48 hours in advance to arrange a trip. If you are bringing
general household waste in a car you will not need to book,
however, some times will be busier than others (i.e. sunny weekends
can be very busy), so you may occasionally have to queue.
13. What is going to happen with potential queues?
The primary intention of the changes to
prohibit vehicles coming to the sites from outside the ELWA region,
and we expect the number of vehicles visiting the sites to drop
considerably as the rules become more established. You can
help us cut down on waiting times by having your ID ready to
present to the gate staff. It is anticipated that the short
terms issues will be far outweighed by the long terms gains of
ensuring only ELWA region vehicles are tipping at the ELWA
sites.
14. Will this lead to a greater degree of fly tipping?
Evidence from other Councils that have made similar changes show
that it has not increased the volume of fly tipping.
However, ELWA have made Borough Enforcement teams aware of the
changes.
