CCTV
To improve road safety and reduce congestion across the
Borough, since
the 1 of July 2009
Redbridge Council has been using a a number of
fixed Closed Circuit Television (CCTV) cameras and a
mobile CCTV enforcement vehicle to issue Penalty Charge
Notices (PCNs) to motorists that ignore road signs,
misuse bus lanes or fail to comply with parking
regulations.
Contraventions enforced using CCTV cameras
The contraventions which will be enforced using CCTV
cameras come under three categories:
Bus lanes are clearly
marked with road lines and the hours of operation are
identified by road signs. If there is no time on the sign this
means that the bus lane operates at all times.
- Moving traffic contraventions
Under the London Local
Authorities Act 2003, the council now has the responsibility to
enforce certain moving traffic contraventions. These
contraventions include ignoring banned right turn
signs, no entry signs, one way signs, no U-turn signs and
obstructing yellow box junctions.
Parking contraventions that will be
enforced include parking on 'School Keep Clear' yellow
zigzag lines outside schools during controlled hours of
operation, parking on the footway, parking across a
dropped kerb and parking on a yellow line when a loading ban
is in force.
How does CCTV enforcement take place?
Our CCTV Cameras are either mounted on poles on the street or
operated from a mobile CCTV enforcement
vehicle. The cameras are controlled by trained and
experienced operators who observe and video-record potential
offenders.
When a CCTV operator determines that a parking or traffic
contravention has occurred:
- a Penalty Charge Notice (PCN) will then be sent to the address
of the registered keeper of the vehicle by post within
approximately 14 days from the date of the alleged
contravention
- the PCN will be accompanied by photographic evidence of
the contravention being committed.
To help you understand the way CCTV enforcement takes place
we have also produced an Enforcement Protocols and Procedures
document and a Code of Practice document which are
available to download below.
The documents detail the contraventions we enforce, the CCTV
camera locations and the circumstances in which we would issue
a PCN. The documents are primarily intended for use by
Redbridge Council’s Civil Enforcement Officers (CEOs) and CCTV
camera operators but have been made available to the public for
their information.
What are the benefits of CCTV camera enforcement
The enforcement of bus lanes, moving traffic and parking
contraventions using CCTV cameras is being implemented in Redbridge
to help:
- reduce traffic congestion;
- improve journey times for public
transport users;
- penalise inconsiderate motorists;
- improve road safety;
- reduce carbon dioxide emissions.
