Permits - skips, scaffolding..
If you require a skip, scaffolding, hoarding, building materials
then you will need a Licence from the Council.
If you don't have a valid Licence then you could be fined
and prosecuted.
Please be aware that as from the 1 April
2012 some increases to fees apply for extension to
Scaffolding and Hoarding licences .
Skips
If you want to keep the skip on the road then you must apply for
a Licence to do so (see below).
If you would like to store it on your own property, for example
your driveway then you don't need a licence. If you don't need
a licence, or already have one, then you can hire a skip from us on
our skip hire page.
If a skip is placed on the highway and it is found not to have a
skip licence, then the skip company will be contacted and the skip
will be removed immediately.
If a skip company is found not to be getting licences for
their skips then they can be fined and prosecuted by the
Council.
Scaffolding
If you would like to put scaffolding up around a building then
you need a scaffolding licence.
Hoarding
If you plan to put hoarding around a building in Redbridge then
you need a licence to do so.
Building materials
If you would like to have sand, cement or any other building
related material delivered to the roadside then you will need
a licence for this.

Digging up the highway
If you plan to do any building work that involves digging up the
road and/or pavement then you need to apply for a 'Section 50'.
This is because you are not allowed to work on the public highway
without permission. If you plan to work down a private road
then you will need to contact the developer.

who will discuss the Section 50 with you.
Apply for a licence or extension to a licence.
Please note that the minimum amount of time you can apply for
a licence for is one month, even if you just use it for one
day.
What information does the customer need to supply?
- the location of the skip/scaffolding/hoarding/building
materials
- the skip company being used (if using a skip)
- the address that the licence is to be sent to
- start date and duration
- credit card details*
* Please note that there is an administration charge of 1.5% on
credit card payments to cover our processing costs. This
charge does not apply to Parking penalty charge notices.
There is no charge for debit card payments.
Skip Licence
A skip licence is £75 for your first
month and then £15 for a one month extension. If you need it
for a third month you need to re-apply.
Scaffolding Licence
A scaffolding licence costs
£650 for the first month. However £500 is used as a
deposit to cover any damage to the highway. If no damage is
caused then you will receive your £500 deposit back minus a £15.00
administration fee. Its then £30 per month for the next two
months. You will then need to re-apply if you would like
the scaffolding for a fourth month.
Hoarding Licence
A hoarding licence costs £650 for the first
month. However £500 is used as a deposit to cover any
damage to the highway. If no damage is caused then you will
receive your £500 deposit back minus a £15.00 administration
fee. It's then £30 per month for the next two months.
You will then need to re-apply if you would like the hoarding for a
fourth month.
Building materials Licence
A building materials licence costs £75 for the first month
and then £15 for a 1 month extension. If you need it for a
third month you need to re-apply.
Mobile Crane Licence
A mobile crane licence is £50 per day.
Cherry Picker Licence
A cherry picker licence in £50 per day.
What happens next?
After we receive your licence application form we will carry out
an inspection of the area to check that it is safe for a skip and
then if it is we will process your application and send you a
licence letter which will contain your licence number for you
to give to the skip company. This whole process usually takes
up to three working days.
