All Councils have a duty to produce a Tenancy Strategy. The aim of the strategy is to provide guidance to housing associations and others around issues to do with tenancies.

Housing Association was also known as a Registered Social Landlords (RSL). However both terms have now been replaced and are now referred to as Registered Providers (RPs).

RPs work closely with the council, and are able to access funding to build new homes from the Government's funding arm, the Homes and Communities Agency (HCA).

RSLs also manage their properties once they have been built and are involved in a wide range of community-based and regeneration activities.
