Home Second adult rebate

If you are not on a low income yourself, you can claim Second Adult Rebate if you are responsible for the Council Tax and you share your home with one or more adults who are:

  • not your partner or civil partner, and
  • over 18, and
  • not paying you rent, and   
  • not responsible for paying the Council Tax themselves, and
  • getting certain benefits (such as Job Seekers Allowance or Income Support), or on a low income.
  • You can make a claim by contacting the Payments, Benefit and Customer Services Offices

Your own income and savings are not taken into account.

Second Adult Rebate can only be paid if the circumstances described above apply and you are the only person who is responsible for paying the Council Tax, unless the other responsible person(s) is/are not counted for Council Tax purposes.

These people are disregarded for Council Tax purposes:

  • People you get Child Benefit for
  • Education leavers under age 20
  • Full-time students, foreign language assistants and student nurses
  • Youth training trainees under 25
  • Apprentices on NCVQ or SVEC courses
  • Severely mentally impaired people
  • Carers
  • People in prison or other forms of detention
  • People who normally live elsewhere
  • Members of religious communities, for example nuns and priests
  • Members of international bodies or of visiting forces

The amount of Second Adult Rebate depends on the second adult's income. If you qualify for Second Adult Rebate your Council Tax bill will be reduced by one of the following amounts:

 

Second adult on Income Support or income-based jobseeker's allowance     - 25%
Second adult whose income before tax is

  • Less than £137 a week - 15%
  • £137 to £176.99 a week  - 7.5%
  • £177 or more a week  - 0%

A claimant cannot be awarded both Council Tax Benefits at the same time, so if the person qualifies for both, they are awarded, whichever of the two is higher (this is called a "better buy" comparison).
