Trading Standards, together with its colleagues in Licensing, strongly support campaigns to reduce the illegal sale of items to underage persons and promotes the use of proof of age cards bearing the PASS hologram such as CitizenCard.

No ID No Sale

The 'No ID No Sale' scheme is intended to help retailers refuse underage sales. The campaign aims to create a culture of expectation at the point-of-sale. Proof of age should either be offered or produced on demand and this should be the norm as far as age-related sales are concerned.

A survey found that over 95% of shopkeepers have been approached by someone under 16 wanting to buy cigarettes and over 80% received abuse after refusing to sell.

This campaign, developed by CitizenCard, is supported by the Department of Health, the Trading Standards Institute, and manufacturers and retailers of age-restricted goods.

Challenge 21

For premises which sell alcohol and other products which are age restricted the Council and the Metropolitan Police support the 'Challenge 21' scheme. Traders are asked to seek proof of age from anybody who appears to be under the age of 21.

The campaign aims to create a culture of expectation in pubs, clubs, off licences etc. that proof of age should either be offered or produced on demand and that this should be the norm as far as the sale of alcohol to young persons is concerned. Asking for identification at an age limit that is higher than the legal age for sale of the product means that you are much more likely to avoid an illegal sale to someone who looks older than their true age.

How to use these schemes

The Council strongly recommends that all retailers of age restricted goods use a combination of both these schemes. Many young persons who wish to purchase such items, particularly alcohol, will deliberately 'dress up' to appear older and traders must take all reasonable steps to avoid sales to such persons. Using 'No ID No Sale' with the age of 21 set as the level you ask for the identification will eliminate most illegal sales.
