Tackling firework nuisance
together
The
Firework Regulations 2004 and the Manufacture
and Storage of Explosives Regulations 2005 state that fireworks
can not be fired after 11pm, except on November 5th, where you have
to be finished by midnight. This is extended to 1.00am on New Years
Eve, Chinese New Year and Diwali.
It is an offence to possess an adult firework in a public place
by anyone under the age of 18.
During the firework season a Firework Safety Unit supported by
officers of the Council's Trading Standards, Licensing and
Anti-Social Behaviour services, together with the
Police patrol the borough to ensure residents are not
disturbed by irresponsible behaviour.

Also the Council, in partnership with
the Metropolitan Police and the London Fire Brigade
(LFB), promote a responsible firework retailer scheme, 'Bright
Spark!'.
Retailers in Redbridge who apply for an
explosives registration or firework sales licence are asked to
sign up to the scheme.
Residents are asked to purchase their
fireworks from retailers who show their commitment to customer
safety by displaying the 'Bright Spark'
poster (PDF 402 KB).
Responsible retailers must:
- Not sell fireworks to any person under 18
- Use 'Challenge 21' and require proof of
identity from any person who appears to be under 21
- Only accept CitizenCard, a photo driving licence, a passport
or other PASS logo ID card as proof of identification
- Exercise your right to refuse sales if you suspect that a young
person is underage, or that fireworks will be misused.
- Record all requests for proof of age and monitor that all staff
are doing so
- Not stock or sell illegal fireworks
- Store fireworks safely and securely
- Not exceed storage limits of 50 kg in the sales area and a
further 200 kg in safe storage areas or stockroom
- Provide customers advice on using fireworks safely and display
safety leaflets, featuring the firework code (available from
firework manufacturers, the BIS or your local Trading
Standards).
Officers from all three services undertake inspections of
premises to ensure public safety.
Shopkeepers caught
selling fireworks without a licence to a minor face
prosecution.
