Home Age verification policy

From 1 October 2010 the premises licence holder or club premises certificate holder must ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol. This is condition 4 of the new mandatory conditions.

What is an age verification policy?

An age verification policy outlines how your staff will ensure that alcohol is not served to under 18’s. This means procedures should be implemented so that when any customers who appear to be below a certain age, say under 21, attempt to buy alcohol, they are always asked to show suitable proof of age so that you actually verify that they are old enough to be served.

Mandatory condition 4

This condition is intended to ensure that all licensed premises operate at a minimum standard of due diligence to ensure they do not sell alcohol to minors.

  1. The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol.
  2. The policy must require individuals who appear to the responsible person to be under the age specified in the policy (for example 21 or 25) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark.

Guidance relating to this condition

The premises should have a written policy as you would be able to prove you have the policy in place and that this will be a key building block for staff training in underage sales. Staff and management must be fully aware and have received training on the contents within the policy.

  • Individuals who appear to the responsible person to be under 18 years are required to produce on request (before being served alcohol) acceptable ID include photo card driving licences, passports or proof of age cards bearing the PASS hologram, Citizencard or other forms of ID which meet the criteria laid out above are also acceptable.
  • The premises licence holder or club premises certificate holder must ensure that staff (in particular staff who are involved in the supply of alcohol) are made aware of the existence and content of the age verification policy applied by the premises.  
  • This condition does not exclude best practice schemes such as Challenge 21 or Challenge 25 which require individuals who appear to be under an age which is greater than 18 to provide ID.
