The responsible authorities are organisations who are able to make representations to the licensing authority in relation to the application of a premise licence or club premise certificate and comment on the applicants ability to fulfil the licensing objectives. 

Who is the service for?

In the London Borough of Redbridge responsible authorities are:

  • Metropolitan Police 
  • London Fire and Emergency Planning Authority
  • Redbridge PCT (Primary Care Trust)
  • Council's Licensing Enforcement Service - Community Safety
  • Council's Anti-Social Behaviour Service - Community Safety (responsible for Anti-Social behaviour & noise pollution control)
  • Council's Planning Service
  • Council’s Children’s Trust (responsible for the protection of children from harm)
  • Council's Trading Standards Department – Community Safety
  • Council’s Environmental Health Service enforcing the Health & Safety at Work etc Act 1974.

If you are making a new application for a premises licence or if you want to vary the terms and/or conditions of your existing licence, you must send a copy of the entire application to the licensing authorities and to each of the responsible authorities.

What happens if the Relevant Responsible Authorities do NOT make representations to my application for a premises licence or club premises certificate under the Licensing Act 2003? 

If the relevant responsible authorities do not make representations to the application, then the licence will be granted.

What happens if the Relevant Responsible Authorities make representation to my application for a premises licence?

If the Relevant Responsible Authorities make representations to your application then your application will go before a Licensing Sub-Committee (Hearing).
