Cumulative impact zones in Redbridge
'Cumulative impact' refers to the detrimental effect on the
promotion of the licensing objectives caused when a significant
number of licensed premises are concentrated in one area. This can
impact on crime and disorder or public nuisance in that area.
A Cumulative Impact Policy creates a rebuttable presumption that
any new application for a premises licence or major variation of
one within a specific area, likely to add to the existing
cumulative impact, will be refused.
Consultations on Cumulative Impact Policy in Redbridge
Redbridge Council published a cumulative impact policy as part
of its second statement of licensing policy after extensive
consultation. In February 2010, this policy was applied
to an area known as a cumulative impact zone (CIZ) within the
Ilford Town Centre. Because of continued evidence of alcohol
fuelled crime and antisocial behaviour in the Ilford town centre,
the Council decided to retain the existing policy and to
extend it to include takeaways that intend to operate after
23:00hrs in its current statement of
licensing policy.
From evidence supplied by the police of serious problems of
nuisance and disorder outside of or some distance from the premises
in the South Woodford town centre, the Council consulted on a
CIZ for the area with the wide community in mid 2011,
resulting in the adoption of a CIZ in the South Woodford town
centre on 21 July, 2011.

If your premises are located within
either of these zones and you wish to apply for a premises licence
or vary your current licence, there is a non-rebuttable policy
presumption that your application will not be granted. Early
consultation with the Council’s Licensing
Authority is strongly advised.
